October 17, 2007. While attending mass this Sunday, I have picked the theme for another paper entry for the Pangasinan Conference. The Mass in our town commonly celebrates the sacrament in the Pangasinan Dialect which provides an oppurtuniy for all faithful to listen to songs, prayers, readings, and homilies in the provincial tongue. Here is my third paper entry.

Integration of the Course on Cultural and Literary Heritage of Pangasinanin the Collegiate Programs of Higher Education Institutions (HEIS) in the Province of Pangasinan: Basis of an Effective Syllabus Model
ABSTRACT
The standards for what constitutes “literacy” vary depending on social, cultural and political context. Traditional definitions of literacy consider the ability to “read, write, listen, and speak”. The United Nations simply defined illiteracy as the inability to read and write a single sentence in any language. Some have argued that the definition of literacy be expanded as to include numeracy, expressing ideas and opinions, using advances of modern technology, and appreciating art.
Whether the yardstick of literacy for a Pangasinanse on his cultural and literary heritage would be that of the tradition, by United Nations or that of its expanding meaning, majority, nay almost all would fall short of the standard and are to be considered Pangasinanse illiterates of their culture and literary heritage.
